Work context

Action Against Hunger has been operating in Jordan since 2013. The Jordan mission is dynamic and rapidly growing, with large-scale WASH, Livelihoods and Mental Health and Care Practices (MHCP) programmes being implemented in host communities (Azraq, Irbid, Jerash) and the Azraq refugee camp. MHPSS programming is very small in scale, and fundraising initiatives are currently ongoing.

The Jordan Country Strategy has been recently revised, through an in-depth context review, community consultations and internal workshops. The overall objective of the strategy is to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan, with an emphasis on rural and peri-urban women and youth. The revised strategy, in line with the needs of the Jordanian context, brings up interesting challenges in terms of development-oriented WASH programming, focusing on sustainable and multi-sectoral interventions. With a team of 8 international employees and more than 100 national colleagues, the Action Against Hunger Jordan office manages a portfolio of projects for approximately EUR 7.5 million, in response to the Syria crisis and its reverberating effects on development conditions in Jordan. Donor supporting these programmes range include the EU via MADAD, AFD, GIZ, and SDC.

The coordination office in Amman supports the two operational bases in Azraq and Irbid.

Amman hosts the coordination office for Jordan and the Middle East Regional Office (MERO). Amman is a large and constantly growing city, offering easy access to all needed facilities and services.
Azraq base, with approximately 20 national employees, covers activities in Azraq Camp, where Action Against Hunger is a core WaSH service provider and addresses the needs of 35,000 individuals. In host communities in Azraq Town, Action Against Hunger is conducting Livelihoods programming implemented in collaboration with the Munipality and local farmers and cooperatives.
FSL, WaSH, and MHPSS projects have been implemented in host communities in Irbid governorate in the last years.

Jordan is considered as a stable country where security conditions enable safe implementation of projects.

Responsibilities

Under the supervision of the Deputy Country Director Programs, your main objective will be to lead and follow up on the tactical elements of donor relations and project cycle management for Action Against Hunger’s programmes for Syrian refugees and vulnerable Jordanian households, in conformity with Action Against Hunger and international standards and national policies.

More precisely, you will be in charge of:

Leading the production of high quality funding proposals for donors in support of resourcing the mission’s strategy
Providing strategic and technical support to donors management
Ensuring donor guidelines, regulations and contractual obligations are updated and applied throughout the mission
Supervising Action Against Hunger’s external visibility and communication
Leading the integration of gender in Action Against Hunger’s programming

Requested profile

You hold a university degree in international relations, political science, social sciences, humanitarian and / or development studies, public administration, or other related field.

Experience requested :

At least 3 years of experience in humanitarian and/or development fundraising from institutional donors (in a fundraising or related NGO role)
At least 1 year of field-based experience in the same or similar positions required
Experience working in development and urban contexts
Good knowledge of common institutional donors guidelines and regulations (EU, DFID, USADI/OFDA, pooled funds and private foundations) and Action Against Hunger sectors of intervention
Experience with proposal and log frame development for a variety of donors
Familiarity with key programme areas and desirable (Mental Health, WaSH, Food)

The team in Jordan is currently moving toward becoming compliant with Action Against Hunger's Gender Minimum Standards; you have an appetite to get more involved with gender and lead the country-level change process of prioritising gender considerations.

Excellent English spoken and written is required

Specific conditions / Salary

• 12 months fixed term contract under French legislation

• Monthly gross salary from 2450€ to 2800€ upon experience

• Monthly per diem and living allowance: 642€ net, field paid

• Monthly country allowance: 150€

• 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens

• Transportation and accommodation: Coverage of transportation costs and guest house

• Medical coverage: 100% coverage of medical expenses and repatriation insurance

• Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
