Action Against Hunger has been operating in Afghanistan since 1979. It’s very first mission has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas. 

In 2017, 1,973 displaced persons had their access to sanitation and hygiene improved through latrines and hygiene kits, and 21,724 displaced persons benefited from cash distributions to support their immediate needs such as food, a shelter etc. 

In the coming years, ACF will focus on an integrated approach to respond to and prevent humanitarian crises, address vulnerability and reinforce longer-term resilience to food, water and nutritional crises and to improve the resilience of communities.

Since 2015, the Action Against Hunger Afghanistan mission operates with fewer bases, but with an increased number of staff. 400 national staff and 13 expatriates operate on 3 bases: Kabul, Helmand and Ghor. In 2017 activities were funded by institutional donors (such as GAC, ECHO, OCHA, SIDA, UNICEF and the World Bank). 

The security context is overall volatile. Movements and social opportunities are limited for Action Against Hunger expatriates depending on the situation and security rules set by the organisation.

The Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. Expatriates share a guesthouse with moderate conveniences, an indoor sports room and a garden. A variety of restaurants and supermarkets are accessible depending on security rules and context. Movements may be restricted and a curfew strictly imposed.

Votre poste et vos responsabilités

You will ensure the overall management of the Technical Heads of Departments and provide support to the Country Director. Your main responsibilities are:

Coordinate technical country strategy and ensure operational management of all technical areas

  • Ensure the overall planning and follow-up of technical reporting for donors, authorities and internal requirements (Activity Progress Reports) in coordination with the support departments
  • Visit field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities
  • Pilot the internal quality control, by promoting monitoring mechanisms (ex: self-evaluation tool), facilitating internal control and external evaluations

Represent and liaise for operational strategy and program related issues to donors, authorities, UN, NGOs

  • Liaise with stakeholders if a senior level involvement is required, upon request of the Country Director
  • Lead ACF’s technical contingency planning by region and department
  • Strength field and capital level information-sharing with IOs, NGOs and Government

Analyze the Humanitarian needs

  • Identify humanitarian needs, brief the country management team on developmental events in the country and design potential responses within the operational country strategy
  • Collect, summarize and analyze information from external sources and from technical advisors for future opportunities

Management of Human Resources 

  • Supervise and manage all direct reports (Head of technical department, DRM, expert..)
  • Recruit the direct reports
  • Promote ACF’s charter and prevention commitment from frauds and power abuses

Follow-up on management of program budgets

  • Ensure budgets are respected in relation with relevant Head of Department 
  • Contribute to the identification of potential funding opportunities

Votre profil

You hold a Master Degree in development, international affairs, public health, Economics or similar fields. You have at least 4 years of experience in a similar position, and have significant experience with INGOs in insecure context and solid understanding of the security issues.

You are known for your excellent management skills especially of large-scale programme and stress management.

You have excellent diplomatic and negotiation skills. You are disciplined, organised and able to work independently.

You are fluent in English and you have good written and spoken skills in the language of the humanitarian operation.

Vos conditions d’emploi

Contract: fixed term contract under French legislation

Conditions for French Contract:

  • Monthly gross salary from 2 735 € to 3 185 € upon experience 
  • Per diem and living allowance: 238€ + 145€ net, field paid.
  • 450 € as country allowance.  
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered 

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR: 

  • 25 days of paid leaves per year. 
  • + 20 RnR per year.   
  • + 215 € at each RnR period (averagely every 8 weeks). 
  • Coverage of the transportation expenses to the RnR area of reference.
