General description of the position

You will ensure the overall implementation of the operational strategy of the mission; manage the Technical Heads of Departments and provide support to the Country Director.

Main responsabilities
  • To develop a coherent program strategy for the mission:
    • switch from emergency to post emergency activities and organisation,  
    • ensure coordination and implementation of programs and operational management in line with country strategy;
    • ensure follow-up on management of program budgets
  • To ensure the follow up of context evolution (returnees) and analyze the humanitarian needs
  • To follow and develop MEAL strategy in order to improve quality of the mission (on going recruitment of MEAL Head of Department)
  • To manage the team  : Head of Department (HoD) WASH, HoD FSL, HoD MHCP, HoD MEAL (recruitment ongoing) and Grant & Com Officer
  • To represent and liaise for operational strategy and program related issues to donors, authorities, UN, NGOs
  • To represent Country Director when and as required

Do you fit the requested profile ?
  • You have a good understanding of overall Project Cycle Management
  • You are experienced in proposal and budget development and in the application and follow up of consistent monitoring tools.
  • You have a good understanding of ACF thematic areas
  •  You have a good understanding of Donors' guidelines to follow up on programme's compliance issues
  • You present good management skills and capacity to mediate between programme and support team + bases/coordination
  • You are a diplomatic and have capacity to represent the organization
  • Fluent English mandatory, Kurdish and Arabic are assets

Work context

ACF has been operational since 2013 in Erbil, Dohuk, Ninewa, Sulaymaniyah and Diyala Governorates of Kurdistan region of Iraq. Mission is responding to Mosul emergency with mobile teams across the country. ACF is scaling-up its humanitarian response in 2017 with an integrated, multi-sectorial approach, addressing WASH, MHCP and Food Security needs of the Syrian refugees and the Iraqi IDP population in camps and non-camp settings. As of November 2016 ACF’s team includes 204 staff (24 expatriates and 180 national staff), running operations of approximatively 10 million EUR budget for the year 2016. The main donors of the mission are OFDA, DFATD, SIDA, ECHO and ACF.

ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is the national WASH and Food Security Clusters co-coordinator.
