General description of the position

Under the supervision of the DCD Support and Country Director, you will ensure the sound and transparent financial management of the mission and contribute to strengthening systems and procedures. More precisely, you will be in charge of:

Main responsabilities

Contribute to the definition of mission strategy

  • Create the budgetary framework of the mission
  • Produce financial and budgetary information available to other departments to facilitate the establishment of the country strategy
  • Produce high quality and timely financial and budgetary contributions to "proposals" and reports for funding bodies

Ensure high quality accounting for the mission

  • Disseminate information about accounting procedures throughout the mission and ensuring they are observed  
  • Check the accuracy of accounting and analytical entries

Ensure high quality cash management for the mission

  • Design and ensure compliance with cash management procedures across the mission
  • Anticipate treasury risks and resolving difficulties

Provide financial and budgetary management

  • Establish the annual budget
  • Produce cost analysis and issue budgetary alerts when necessary
  • Monitor financial risks and issue alerts when necessary

Promote and ensure financial collaboration and coordination with mission partners

  • Participate  in the process of selecting partners and validate the financial risk analysis provided by the bases
  • Define with partners the modes of financial and budgetary management in the framework of joint projects

Prevent and manage fraud and corruption

  • Identify risks of fraud and corruption in his/her field of competence and set up preventive and monitoring mechanisms

Manage the Finance team in capital and be Technical/Support Manager of Finance Managers in the bases

Do you fit the requested profile ?

You hold a Master Degree in business, finance or similar. You have at least 3 to 5 years of experience as Finance manager or at Coordination level in insecure and complex environments. You have experience in dealing with institutional donors such as ECHO, DFID, UNICEF, etc… You are recognized for your good organisation skills, high degree of independence and capacity to manage priorities. You hold strong management skills and communication skills. A previous experience with ACF and knowledge of ACF policies and guidelines will be a plus.

You are proficient in Excel, SAGA. You are also recognized for you diplomatic skills.

You might travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.

Fluent in English (speaking and writing) is mandatory and knowledge of Arabic will be a plus.

Specific conditions / Salary

Contract12 months fixed term contract under French legislation

Remuneration and benefits :

  • Monthly gross salary from  1805 to 2305 € upon experience.
  • Per diem and living allowance: 630 € (cf eurocost) net, field paid.
  • + 12 % of monthly gross salary as country allowance.  
  • + 16% of monthly gross salary. For none French citizen for retrocession of retirement and unemployment insurance.  
  • + 100 € per month per child, limited to 5 children

Medical coverage100% coverage of medical expenses + repatriation insurance.

Leaves and RnR

  • 25 days of paid leaves per year.
  • + 20 RnR per year.   
  • + 215 € at each RnR period (averagely every 3 months).

Training :

  • 2/3 days training on finance tools before departure
  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year). 
  • Intermission Workshop once a year.
  • Participation to external trainings costs upon eligibility of the request.

Work context

Context:  Since the conflict between Al Houthi and the Saudi-led coalition that started in March 2015, Yemen has become one of the three emergency in the world and is thus facing one of the worst humanitarian crisis, with 80 % of the population who is now in need of humanitarian aid. The context is highly challenging in regards to access to the communities despite significant needs in the country. Airstrike, embargo, high prices, etc have caused a profound deterioration of the nutitritional situation and hundreds of thousands lives are at risk. 

Presentation of the mission: 

Since 2012, ACF has been present in Yemen and has been scaling up its emergency intervention substantially throughout 2016. The mission is now amongst one of the largest International NGOs in the country and is recognized as one of the key emergency actors in the country.  ACF in Yemen is responding to the current crisis using a multisector emergency approach (Nutrition & Health, Food Security, WASH and Mental Health programming), and to a multiple large-scale and interconnected emergencies: conflict, food security and cholera epidemic. Along with UNICEF, ACF designed and is piloting the country’s first Rapid Response Mechanism, and is representative of the INGO community on the HCT, ICCM, Access Working Group, the HPF Advisory Board, and on the Steering Committee that manages evacuation for the humanitarian community.

Security, working and living conditions: 

ACF is operationally working in 2 bases: Hodeida (to target the northern governorates) and Aden (to target the southern ones), with its coordination team located in Sana’a. In total, the Yemen mission counts 215 national staff and 17 international staff.

Sanaa has a very nice temperate climate. Due to its high elevation, the temperatures are much more moderate than many other cities on the Arabian Peninsula. Despite the current calm atmosphere in Sana’a, the security situation remains very volatile and the expatriates are not allowed to go to restaurants/coffee. In Sana’a, the expatriates live in a shared guest house (located next to the office), with electricity and internet. To balance with those movements/leisure restrictions, expatriates have a pool table and a ping-pong table at their disposition in the basement of the guesthouse. Manager word:

The Finance Head of Department is based in Sanaa with regular travel to field locations. Managing a rapidly expanding program in one of the largest emergency responses in the world, the Finance Coordinator will be challenged to strengthen the financial management and compliance on the mission during a process of significant scale-up.  ACF is one of the largest organizations operational in the country, implementing health, nutrition, food security, and wash programming, and is piloting Yemen's first Rapid Response Mechanism. The security context remains fluid and unpredictable, and strict security restrictions are placed on movement.
