General description of the position

The wash cluster is in charge of implementing and reviewing the yearly Humanitarian Response Plan. The 2017 objective for the 46 active organizations in Iraq is to provide WASH services to 8,3M people.The WASH strategy aim to (1) Facilitate safe access to Emergency water and sanitation services and hygiene practices for highly vulnerable populations; (2) Expand coverage of water and sanitation services and hygiene practices in at-risk communities; (3) Support extension of sustainable, equitable water and sanitation services and facilitate the handover of operations and maintenance to communities and National actors. 

The humanitarian context is still extremely volatile and thus evolves from one day to another. People in needs are IDPs, returnees and Syrian refugees. They are either living in camps or host communities. While most organization are currently involved in Mosul response, organizations will still have to extend the response in newly retaken villages, hard to reach areas and support new displacement due to the ongoing conflict. The main wash activities are water trucking, water network, water treatments plants and boreholes rehabilitation, emergency sanitation, sustainable operation and maintenance, hygiene, and water conservation behavior change.

             Under the supervision of ACF Country Director and the WASH Cluster Coordinator, you will ensure a coherent and effective response by mobilizing groups of agencies, organizations and NGOs to respond in a strategic manner to the humanitarian crisis in Iraq.  You will also be involved in Erbil Wash cluster meetings; Mosul Wash cluster meeting; Water Treatment Plant Technical Working Group; Water Trucking Technical Working Group; Hygiene Promotion Technical Working Group; coordination with other clusters and in particular with the Health one in order to design and implement water born diseases preparedness plan.
More precisely, your main responsibilities will be:

  • Provide support to all of the above cluster core functions and where appropriate deputise in the absence of the Cluster Coordinator
  • Act as the focal point for communication with all sub-national focal points and RRM mechanisms. 
  • Maintain good relationships with all relevant stakeholder counterparts
  • Stand in for the Cluster Coordinator, where and when necessary in meetings and in other external fora related to the WASH cluster
  • Attend ACF internal coordination meetings and update ACF on the key developments related to the Cluster on a regular basis (country level needs, Cluster strategy, and other relevant topics)

Do you fit the requested profile ?

You hold a Master Degree WASH-related technical training with a solid experience in WASH activities and at least 2 years as WASH Coordinator in humanitarian context.  

You have a solid experience in representation and liaison with different partners (local authorities, UN agencies, INGO/NGO). 

Recognized for your networking skills, you have excellent communication skills.  You have the ability to identify, analyse humanitarian needs and provide potential solutions.  

Good knowledge in proposal development process is a great asset. 


Work context

This position requires high flexibility and mobility in Kurdistan Region.
