General description of the position

You will ensure continuous analysis of the humanitarian context and definition of strategic programming; overall quality assurance of design, implementation and reporting of  programmes; Human Resources Management Support and Capacity Building.

Main responsabilities

Continuous analysis of the humanitarian context and definition of strategic programming:

  • Collect Information and analysis from external sources and from programme staff;
  • Ensure information is analyzed and provide relevant future propositions for geographic and sectorial interventions throughout the country to CD on time;
  • Identify humanitarian needs, brief the mission team and design potential responses within the operational country strategy;
  • Lead the definition of strategic programming in collaboration with the CD and the Afghan Team, and the Desk;
  • Contribute to the identification of potential funding opportunities;
  • Contribute to the programme related aspects of the monthly mission situation report;
  • Liaise closely with stakeholders (GoIA, UN, NGO sector, clusters…) to contribute to strong ACF sectorial positioning.

 Overall quality assurance of design, implementation and reporting of Afghanistan programmes:

  • Initiate and supervise design and development of Nutrition, WaSH, Food Security and Mental Health/Care practices programmes in Afghanistan;
  • Ensure integration and synergy of ACF programming at coordination and base level through promotion of regular coordination meetings and information sharing between field and coordination offices;
  • Ensure program objectives are met and timelines, budgets and donor guidelines are clearly understood and respected by the program teams;
  • In conjunction with the CD Assistant, Head of Departments, Flying Technical supports, Field Coordinators and Program Managers, ensure APRs are delivered on a monthly basis for each project and quarterly and yearly reporting is timely and accurate;
  • Compilation and pre-final validation of programmes sections of proposals and reports (donors and authorities);
  • Supervise the design and implementation of tools to launch needs assessments;
  • Supervise the design and implementation of tools and procedures to monitor and evaluate ACF field activities (both internal and external);
  • Mentor and coach ACF field staff (technical and non-technical) in ACF programming approach, PCM and program monitoring tools where appropriate;
  • Lead ACF technical planning for contingency and disaster preparedness program;
  • Liaise and coordinate with stakeholders on ACF activities when necessary;
  • Ensure compliance with contractual obligations on projects (e.g. visibility, reporting etc.);
  • Promote the concept of the integrated programmatic model to ACF staff and external.

 Human Resources Management and Capacity Building:

  • Provide support, training and guidance to all programme staff on operational management of programmes;
  • Recruitment of Heads of Program Department and Flying Technical Supports;
  • Contribute to the career development for Programme Staff in collaboration with the HR department in order to identify needs of training and develop training plans;
  • Undertake evaluations of line managed staff; 
  • Revise all job descriptions for technical positions in collaboration with Head of Departments, Flying Technical supports and CD as needed;
  • Deliver induction to all incoming staff on projects’ status and background country program strategy;
  • Assist in budgeting for program technical staff needs;
  • Initiate disciplinary measures where needed in accordance with HR regulations and under the authority of CD.

Do you fit the requested profile ?
  • You have a five years experience as a Technical Advisor/Proejct Manager or similar programs role, 
  • You hold a a bachelor's degree in social sciences or similar, 
  • You have experience in insecure and complex environments,  
  • You have previous experience with ACF and knolwedge of ACF policies and guidelines, diplomacy and culturally sensitive
  • You hold strong management skills and communication skill as well as diplomacy and culturally sensitivity;
  • Fluent in English (speaking and writing) is mandatory

Size of the mission : over 360 national staff, around 12 international staff 

Projects : Nutrition,MHCP, FSL, WASH, ERM.
