General description of the position

In collaboration with the Program teams, contribute to ensuring the quality and accountability of the programs, while working towards the standardization of MEAL tools and approaches at mission level and building the capacity of field-level MEAL teams


Main responsabilities
  • Operationalize the rolling out of the mission-level MEAL strategy
  • Together with the program team, work on improving MEAL processes at mission level, with a specific focus on data collection, accountability, capitalization 
  • Contribute to the standardization of tools and processes in line with the mission’s requirements and ACF HQ policies
  • Identify the training needs of base level MEAL assistants; design and provide relevant trainings

Do you fit the requested profile ?

You have a Master Degree in International Relations, Humanitarian aid and Development and at least 3 years of experience in working with INGOs on a similar position (proposal development and reporting, designing and implementing consistent MEAL tools and procedures, designing and conducting trainings, building the capacity of the teams

You have a very good understanding of overall Project Cycle Management, of ACF thematic areas (FSL, WaSH, Nutrition, MHCP etc) and of donors' guidelines to follow up on programme compliance issues

You present good capacity to collaborate with different team members and excellent data management skills and a very good knowledge of relevant IT software (Excel etc.).

Fluent English mandatory, Kurdish and Arabic are an asset


Work context

As of today, ACF Iraq is operational in Erbil and Dohuk Governorates of Kurdistan region of Iraq, as well as in Ninewa Governorate of Iraq, and is working on the expansion of its response to South and Central Iraq. Throughout 2017, ACF has been implementing its humanitarian response in Iraq with an integrated, multi-sectorial approach, addressing WASH, MHCP, Food Security & Livelihoods, as well as Nutrition-related needs of the Syrian refugees and the Iraqi IDP population in camp and non-camp settings. As of today, ACF is willing to continue the provision of humanitarian response in the areas still presenting urgent needs while defining and rolling out post-emergency / recovery interventions.


As of October 2017, ACF’s team running operations of approximatively 9 million EUR. The main donors of the mission are OFDA, SIDA, UNICEF, OCHA, WFP, RDPP, SDC and ACF.

ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is the national WASH Cluster co-coordinator.


The creation of the MEAL department within ACF Iraq started in 2017. The global MEAL strategy of the mission has been designed and has now to be operationalized and gradually rolled out with the support of the program teams and dedicated MEAL teams. The MEAL team will be comprised of 2 MEAL Assistants (1 on each operational base – Dohuk base and Erbil base) and a MEAL Officer working at the coordination level as part of the program team composed of an FSL Head of Department (HoD), MHCP HoD, WaSH HoD, and a Grants and Reporting Officer.
