General description of the position

Line managed by the Regional Operation Director and in compliance with ACF standards, you are the decision maker on the following key issues:

  • Implementation of country strategy
  • Definition of mission’s organizational chart
  • Recruitment of expatriates
  • Proposals and donors’ reports
  • Management of the field structure budget
  • Security
  • Respect of the ACF Charter
  • Prevention of frauds and Power Abuses

The country strategy prepared by the Country Director is validated at HQ level.

Evaluation and audit processes are implemented by ACF HQ to ensure the compliance of the mission activities in the country with ACF standards.

Main responsabilities

The CD is responsible for implementing a sound and relevant delegation system (with appropriate control mechanisms), which will allow him / her to be accountable for all the following responsibilities.

Strategic and operational planning, organizational performance:

Lead the preparation, updating, implementation of the Country strategy appropriate for the country and regional context and in line with the ACF vision and mission.


Oversee mission’s programming to ensure the effective and efficient design, implementation and evaluation of ACF's programs and projects

External relations and partnership:

Develop and enhance relationships between the mission and donors’ representatives, civil society, private sector, government agencies and other organizations, acknowledging diversity as an asset of the humanitarian community, so that ACF can maximize its impact on malnutrition and its prevention.


Lead the preparation, regular updating and implementation of the security plan in line with ACF standards and procedures

Management and Human Resources

Oversee the management and development of mission’s human resources and create a shared vision, among all staff, of ACF's values and program's aims and their role in achieving these

 Finance and Logistics: 

Oversee and direct the appropriate mobilization, use and management of financial and logistic resources in the mission in line with ACF policies and donor requirements.

Working relationships with HQ:

 Key actor between the field and HQ, the Country Director contributes to maintain good working relationships with HQ by complying with information demands and using HQ’s expertise to optimize the country’s strategy implementation.

  • You are an experienced CD, with of preference Middle Eastern experience
  • You hold experience in complex security and administrative environments
  • You hold a minumum of 5 years progressive international experience
  • You have proven track record of management in difficult contexts
  • You are an excellent communicator, decision maker and strong willingness towards staff care. 
  • You are highly motivated

Work context

Situation in Iraq and Kurdistan region of Iraq is rapidly changing in last quarter of 2017. Mosul is fully under Iraqi control form July 2017, however city and whole of Ninewa governorate are vastly devastated and the infrastructure and socio economic reconstruction will take time. Military operations to retake areas controlled by ISIS are continuing in South and Central Iraq, especially in Anbar and Slahadin governorates. Iraq is a highly volatile country with complex political and economic dynamics. In 2018 humanitarian community is forecasting that at least 8 million people will be in need of assistance across the country. Iraq response is entering phase of recovery (humanitarian-development nexus), and ACF will aim at maintaining balance between addressing humanitarian needs and designing long-term recovery/livelihood programs.

Action Against Hunger has long history in Iraq and Kurdistan Region of Iraq, with first presence dating in 1994. Most recent mission was fully established in 2013 in response to the sudden and massive influx of refugees from Syria. The initial intervention focused on WASH and protection in Erbil and Dohuk Governorates, and the organization was at the forefront of the response to the 2014 IDP crisis when ISIS took control of parts of Northern Iraq. In 2016 ACF supported 450,000 beneficiaries with multisecotral response.

In 2017 ACF is present in Ninewa, Erbil, Dohuk and Diyala governorates, with 320,000 people reached by our interventions from beginning of the year until end of September. Between January and July 2017 we distributed 12,7 million USD in cash assistance to 180,000 IDPs. We are now working on both emergency programs in Mossul and IDP camps and on longer term livelihoods focused development programs in Dohuk governorate. Our programs are mostly related to Food security and Livelihood / Water-Sanitation and Hygiene / Mental Health and Care Practices / Nutrition, in and outside of camps. Mission strategy is to expand to other governorates in Iraq and establish presence in South and Central areas, in particular Anbar and Salahadin governorates. In 2018 full presence in Baghdad should be formalized, with Country Director and Coordination team balancing time between Northern and Central-South governorates. ACF is co-coordinating WASH cluster and is an active member of FSL/Health and Protection clusters, as well as Mental Health, Nutrition and CASH Working Groups. As part of ACF coordination and advocacy commitments, ACF Country Director one of the members of NCCI Executive board (NGO Coordination Committee for Iraq) and participates in HCT meetings (Humanitarian Country Team).
