General description of the position

Under the supervision of the Deputy Country Director, you will be responsible to ensure the quality, relevance and scaling up of the WaSH strategy and interventions in the mission, in conformity with ACF and international standards and national policies    .
More precisely, the main responsibilities will be:

  • Roll out the 2018 operational WaSH strategy
  • Design and conduct assessments in order to develop activities in new areas (e.g. South and Central Iraq), as well in order to design new types of activities so as to ensure the transition from emergency to early recovery to development; investigate opportunities for innovation
  • Work towards securing funding for 2018 WaSH interventions (proposal writing)
  • Work on capitalization of good practices and lessons learned in the WaSH sector of intervention, ensure that appropriate MEAL frameworks are developed for each WaSH project 
  • Actively participate in relevant coordination mechanisms

Do you fit the requested profile ?

You hold an advanced degree WASH-related. You have minimum 4 years of experience in the field of humanitarian work in development or emergency context with at least a solid experience of 2 years minimum at coordination level.
You demonstrate the ability to provide professional technical advice in a broad range of WASH technical areas.
You have a strong technical and coordination experience required; experience in dealing with institutional donors such as ECHO, OFDA, SDC, etc. and working in inter-agency coordination forums (Clusters, working groups, etc.).

You have an excellent interpersonal, organizational, multitasking, team player and communication skills.

You also have strong capacity to work in tense conditions and insecure and volatile context, knowing that travels to the field sites will be regular.

You speak and write English fluently. Knowledge of Arabic / Kurdish is an asset. 


Specific conditions / Salary

Gross monthly salary ranging from €1805 to €2305 depending on relevant experience

Couple status possible

Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance 

25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year 


Work context

Context  As of today, ACF Iraq is operational in Erbil and Dohuk Governorates of Kurdistan region of Iraq, as well as in Ninewa Governorate of Iraq, and is working on the expansion of its response to South and Central Iraq. Throughout 2017, ACF has been implementing its humanitarian response in Iraq with an integrated, multi-sectorial approach, addressing WASH, MHCP, Food Security & Livelihoods, as well as Nutrition-related needs of the Syrian refugees and the Iraqi IDP population in camp and non-camp settings. As of today, ACF is willing to continue the provision of humanitarian response in the areas still presenting urgent needs while designing and rolling out post-emergency / recovery interventions.

As of November 2017, ACF’s team is running operations of approximatively 9 million EUR. The main donors of the mission are OFDA, SIDA, UNICEF, OCHA, WFP, RDPP, SDC, CDC and ACF.

ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters.

As of today, WaSH interventions are conducted from both of ACF operational bases. The Dohuk base is implementing OFDA and SDC-funded projects aiming at improving access to water and hygiene in the areas formerly occupied by ISIS, whereas the Erbil base has been providing water trucking activities to affected communities in Mosul and now focusses on rehabilitating the water network in Mosul city.
