General description of the position

You will ensure the overall implementation of the operational strategy of the mission and the follow-up of the quality of the programs; you will as well develop new project proposals in line with the mission strategy.


Main responsabilities
  • Follow-up on the timely implementation of the ongoing projects, ensuring the quality of the interventions
  • Design and conduct assessments in order to develop activities in new areas (e.g. South and Central Iraq), as well in order to design new types of activities so as to ensure the transition from emergency to early recovery to development; investigate opportunities for innovation
  • Work towards securing funding for future interventions (proposal writing)
  • Supervise the technical team (several positions are currently under recruitment, and there will be a need to conduct the induction of the incoming team members and work towards ensuing team cohesion)
  • Continue the roll out of the MEAL strategy on the mission

Do you fit the requested profile ?
  • You hold a Master' s degree in development / humanitarian aid, international relations or a field relevant to ACF expertize (WASH, FSL, nutrition / health, MHCP) 
  • You have at least 5 years of project management experience in international NGOs
  • You present leadership and management skills in a complex international setting
  • You have extensive knowledge and understanding of Humanitarian coordination mechanism and knowledge of main ACF sectors of intervention: WASH, FSL, MHCP, nutrition
  • You have an extensive experience of grant management and development and knowledge of the main donors policy and requirements, as well as strategic planning and program design and development
  • You have understanding of different methodologies of monitoring and evaluation and experience in developing MEAL systems
  • You are fluent in written and spoken English

Work context

As of today, ACF Iraq is operational in Erbil and Dohuk Governorates of Kurdistan region of Iraq, as well as in Ninewa Governorate of Iraq, and is working on the expansion of its response to South and Central Iraq. Throughout 2017, ACF has been implementing its humanitarian response in Iraq with an integrated, multi-sectorial approach, addressing WASH, MHCP, Food Security & Livelihoods, as well as Nutrition-related needs of the Syrian refugees and the Iraqi IDP population in camp and non-camp settings. In 2018, ACF is willing to continue the provision of humanitarian response in the areas still presenting urgent needs while designing and rolling out post-emergency / recovery interventions.

 As of December 2017, ACF’s team is running operations of approximatively 9 million EUR. The main donors of the mission are OFDA, SIDA, UNICEF, OCHA, WFP, RDPP, SDC, CDC and ACF.

ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters.? ???
