General description of the position

<!--[if !supportNestedAnchors]--><!--[endif]-->Under the supervision of the Country Director, you will ensure definition and implementation of ACF response in the area of responsibility (Dohuk governorate) 


Main responsabilities

in particular, you'll have to :

<!--[if !supportNestedAnchors]--><!--[endif]-->•           Coordinate the overall implementation of ACF operations at field level

•           Contribute to the identification of new intervention opportunities, with a focus on longer-term (post-emergency / development) interventions; design and conduct relevant assessments in collaboration with the program teams

•           Manage the teams at field level, ensuring a successful transition towards longer-term interventions and nationalization of base's management positions

•             Actively participate in relevant coordination mechanisms; represent ACF towards partners and local authorities


Do you fit the requested profile ?

You hold a a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations

You've at least three years of field experience in operational management of humanitarian programs in similar role; experience in emergency context required, with a minimum of two years’ experience in a managerial role with previous experience in security management

You've excellent capacity of strategic humanitarian context analysis as well as a substantial knowledge of standard logistics procedures and practices . You've  Training, coaching, capacity building experience and skills too.

A good knowledge of financial and HR procedures is required as well as a good knowledge of ACF intervention sectors (FSL, WaSH, Nutrition, MHCP) required

You've proven strong communication, networking and representation skills (written, oral, cross cultural) as well as a great   leadership and management skills in a complex international setting

•           Fluent in English, Arabic is an assett

•             Training, coaching, capacity building experience and skills


Specific conditions / Salary

Contract: 6 months fixed term contract under french legislation


Remuneration and benefits :

Monthly gross salary from 1800 to 2305 € upon experience.

Per diem and living allowance: 487 € (cf eurocost) net, field paid.

+ 12 % of monthly gross salary as country allowance. 

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

+ Child allowance, limited to 5 children. 

Transportation and accommodation:

Coverage of transportation costs to and in the mission.

Individual room in guesthouse covered 

Medical coverage100% coverage of medical expenses + repatriation insurance.

Leaves and RnR

25 days of paid leaves per year.

+ 20 RnR per year.   

+ 215 € at each RnR period (averagely every 3 months ).

Coverage of the transportation expenses to the RnR area of reference.

Training :

Free and unlimited access to the certifying e-learning platform Crossknowledge ©.

Technical trainings at HQ or regional level (averagely 1 per year). 

Intermission Workshop once a year.

Opportunity of coaching (DP) or mentorship.

Participation to external trainings costs upon eligibility of the request.


Work context

As of today, ACF Iraq is operational in Erbil and Dohuk Governorates of Kurdistan region of Iraq, as well as in Ninewa Governorate of Iraq, and working towards the expansion of its activities to South / Central Iraq. Throughout 2017, ACF has been implementing its humanitarian response in Iraq with an integrated, multi-sectorial approach, addressing WASH, MHCP, Food Security & Livelihoods, as well as Nutrition-related needs of the Syrian refugees and the Iraqi IDP population in camp and non-camp settings. In 2018, ACF is willing to continue the provision of humanitarian response in the areas still presenting urgent needs while designing and rolling out post-emergency / recovery interventions.

As of January 2018, ACF’s team is running operations of approximatively 9 million EUR. The main donors of the mission are OFDA, SIDA, UNICEF, OCHA, WFP, RDPP, SDC, CDC and ACF. ACF Iraq currently employs 17 expatriate and 124 national staff, working from the coordination office in Erbil, a field office in Dohuk, a field office in Erbil (currently under re-localisation to Mosul city), as well as a field sub-office in Hamam al-Alil camp.

 The Dohuk base teams are currently implementing MHCP, livelihoods and WaSH activities in Dohuk and Northern Ninewa governorates. As of 2018, the base will exclusively focus on Dohuk governorate and work on designing and implementing longer-term programs, in priority focusing on livelihoods and MHCP.
