General description of the position

Under the supervision of the Deputy Country Director, you will be responsible to define the strategies and coordinate activities of Action Against Hunger in the field of Nutrition & Health.

Main responsabilities

Design, develop and evaluate actions in the field of nutrition & health

  • Collect and quality control of monitoring, follow up and evaluation data
  • Maintain quality for the nutritional situation analysis
  • Assess the standard of nutritional and medical proposals submitted by his/her teams
  • Encourage his/her teams to identify new programmes
  • Develop an ACF health & nutrition strategy specific to the mission and advocacy actions.

Monitor and coordinate programmes in the fields of nutrition & health

  • Launch nutritional surveys in liaison with the Country Director
  • Develop integrated (inter-disciplinary) approach programmes
  • Collect and analyse data, including the decisions making on this basis
  • Provide timely and high quality activity reports
  • Monitoring all the consolidated programme budgets relating to nutrition & health allocated to the country


Manage the Nutrition & Health team in capital and bring technical support to the Nutrition & Health Program Managers 

  • Evaluate of the technical performance and skills of Programs Managers
  • Develop the technical skills of Nutrition & Health teams

Develop and launch programmes in collaboration with governmental, UN, international and local agencies

  • Disseminate ACF’s nutrition & health strategy at country level to partners and funding bodies
  • Develop and maintain a network of harmonious and productive relationships with national representatives and programme partners

Represent ACF and its positioning in the field of nutrition & health

  • Represent ACF in dealings with national and international authorities on matters of nutrition & health
  • Make national and international authorities fully aware of the ACF positions and protocols

Implement strategy for capacity building and capitalisation 

  • Design capacity building strategies based on capacities and target areas for learning in National and International staff where relevant 
  • Integrate capacity building and capitalisation strategies within Nutrition & Health country strategy

Do you fit the requested profile ?

You hold a Master degree in Nutrition, Medical Doctor, Public Health or equivalent and have a minimum of 4 years in a similar position and in Nutrition and Health and/or Child and Adult Care Food Programs.

You hold an extensive experience in Integrated-based Management of Acute Malnutrition and a proven experience in nutrition programs designing. Experiences of working in partnerships and advocate for improvements in the Nutrition Sector at the National level, as well as writing proposals, leading on sourcing of new funding and developing coherent and contextualized Nutrition Strategies.

You have also experience in SMART and SQUEAC Surveys, as well in HSS (Health System Strengthening)

Recognized for your excellent diplomacy, organisational, communication and representation skills, you have also developed good team management skills.

Fluency in English (oral and written) is compulsory.

Specific conditions / Salary

Status: Employee 

Contract: 12 months fixed term contract under french legislation

Remuneration and benefits:

Monthly gross salary from €1805 to €2305 upon experience.

Per diem and living allowance: 392 dollars (cf eurocost) net, field paid.

+ 12 % of monthly gross salary as country allowance. 

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

+ Child allowance, limited to 5 children.

Transportation and accommodation:

Coverage of transportation costs to and in the mission.

Individual room in guesthouse covered


Medical coverage100% coverage of medical expenses + repatriation insurance.


Leaves and RnR

25 days of paid leaves per year.

+ 20 RnR per year.  

+ 215 € at each RnR period (averagely every 2.5 months).

Coverage of the transportation expenses to the RnR area of reference.


Training :

Free and unlimited access to the certifying e-learning platform Crossknowledge ©.

Technical trainings at HQ or regional level (averagely 1 per year). 

Intermission Workshop once a year.

Work context


As a politically fragmented, natural disaster-prone nation, Afghanistan has long faced levels of chronic insecurity, internal displacement, and widespread poverty that has subjected its populations to ongoing hardships and recurring humanitarian crises. Communities remain food insecure for a range of reasons, from the cumulative impacts of multiple droughts, erratic climate shocks and seasonal flooding, a lack of infrastructure and limited access to markets, problems that are especially acute among vulnerable populations in remote regions. As a result, Afghanistan ranks poorly on basic human development indicators, with millions dependent on external humanitarian assistance for their daily survival and an estimated four million refugees living abroad in Pakistan and Iran. Although education and health have improved in urban areas, rural populations remain largely vulnerable to maternal and perinatal mortality and infant mortality and diseases, malnutrition being a major concern. 

Presentation of the mission: 

ACF has been operating in Afghanistan since its creation in 1979 and is operating now in 4 provinces in Afghanistan through integrated Nutrition, Food Security & Livelihoods, Mental Health & Care Practises and WASH interventions to support the most vulnerable groups, with a strong focus on emergency response to human-made and natural disasters, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Over the years, ACF has expanded the focus of its interventions from short-term, more emergency to longer term projects aimed at addressing chronic vulnerabilities of the communities and strengthening their capacities to prepare to, and cope with disasters. Sector-wise, ACF has established itself over the past 25 years as a prominent Nutrition and WASH actor, with recognized expertise in these two sectors and active membership to sectorial Clusters where ACF is active in the Nutrition Cluster as well as the co-lead of the Nutrition Assessment and Information Management Working Group and co-lead of the IMAM Technical Working Group also as a member of the IYCF Technical Working Group.

Security, working and living conditions: 

ACF is operationally working in 2 bases: Kaboul and Lashkar Gah (Helmand Province) with its coordination team located in Kaboul. In total, the Afghanistan mission counts 250 national staff and 12 international staff.

Kaboul has a very cold winter, spring and autumn are very nice and summer is pretty hot. The expatriates share a guest house with internet, electricity, TV room, indoor sports room and garden including a badminton and volleyball field. A variety of restaurants, supermarkets and grocery shops where you can have access depending on security rules and situation. The context is highly volatile in Kaboul and security conditions can change very quickly. Thus, the movements are limited, walking outside is often  forbidden and a curfew is strictly imposed.

Lashkar Gah, has a yearly average temperature of 20°C with very low precipitation. In the guest house, you will find all the comfort you need (internet, electricity, living room with large TV and stationary bicycle), and garden. The office is located on the other side of the same compound, and really closed to others NGOs. The context remains highly volatile and security conditions can change very quickly. Movements are limited and going out of the compound is highly restricted.
