General description of the position

The Helmand base has 120 staff and 5 main projects, with a budget of around 5 million USD. The primary donors are ECHO, UN-OCHA and GAC.

Current projects focus on integrated Health, Nutrition, Protection and WASH activities, as well as Emergency Response Mechanism support via cash and NFI distribution. The Field Manager has overall responsibility for the programme team and directly supervises Project Managers for Health, WASH, ERM and Protection, as well as the MEAL supervisor. 

The context is considered highly insecure due to the proximity of armed opposition groups, with most of the province not under government control. However, the city of Lashkargah is relatively stable, with NGOs able to work without being targeted. ACF has good acceptance and is pursuing activities outside of the main district centre. 

Expatriate staff movements are limited to a small number of relatively secure locations, with much of the role focused on supporting the national management team. The national team, in particular the Project Managers, have a lot of experience and are willing and capable to grow the mission. 

Under the management of the Field Coordinator, you'll ensure  the high quality implementation of Helmand base projects.

Main responsabilities
  • Contribute to the strategic planning and the positioning of ACF in Helmand
  • Identify needs and contribute to new project design, development and implementation
  • Manage and monitor a portfolio of integrated, multi-sector projects
  • Assume responsibility for management of the programme team directly line manage the project managers
  • Maintain appropriate coordination and partnership relationships
  • Ensure reporting is delivered on time and at sufficient quality
  • Contribute to Advocacy objectives

Do you fit the requested profile ?
  • You have a Master’s degree or equivalent and at least 2 years’ experience with humanitarian NGO, with at least 2 year in a managerial role , previous ACF experience would be an advantage
  • You get also a substantial knowlede regarding program management & monitoring tools (with  knowledge of key sectors – Cash / Wash / Nutrition / Protection) .You should be familiar with internal and external reporting tools 
  • You are able to prepare and monitor budgets,as well as  to apply and explain key concepts of project management (transparency, accountability, etc.), as well as key humanitarian principles (neutrality, impartiality, etc.) to external stakeholders
  • You are able to lead a team while managing multiple priorities, with good communication skills and willingness to build the capacity of the local team.
  • You have a flexible working approach recognising the time pressure and workload of the position and are able to manage stress while living and working in a constrained environment with security challenges
  • A recognition that respect for local customs and attitudes is a fundamental part of ACF’s acceptance
