General description of the position

Under the management of the Field Coordinator, you 'll have to ensure the high quality implementation of Ghor base projects and effectively manage the programme team.  

Main responsabilities

More specifically, you'll have to :

-          Contribute to the strategic planning and the positioning of ACF in Ghor

-            Identify needs and contribute to new project design, development and implementation

-            Manage and monitor a portfolio of integrated, multi-sector projects

-            Assume responsibility for management of the programme team directly line manage the project managers

-            Maintain appropriate coordination and partnership relationships

-            Ensure reporting is delivered on time and at sufficient quality

-            Contribute to advocacy objectives   

Do you fit the requested profile ?

You have a master’s degree, relevant technical qualifications or equivalent, at least 2 years experience with humanitarian NGO with  2 years in a managerial role in the field and previous ACF experience is an advantage

On technical side, you've a substantial knowledge of programme management and monitoring tools as well as a firm understanding of the technical aspects of a project cycle and the specific tools required to design and deliver humanitarian projects

You have ability to assess needs, identify gaps in provision and construct an appropriate LogFrame to meet the required objectives. 

You've knowledge of integrated programming and a willingness to engage with integrated project design and management

you're   Familiar with key project sectors and methodologies: Wash / Nutrition / Protection / FSL as well as  with internal and external reporting tools . Obviously, you're able to prepare and monitor budgets

You 're able to apply and explain key concepts of project management (transparency, accountability, etc.), as well as key humanitarian principles (neutrality, impartiality, etc.) to external stakeholders


Soft Skills: 

You're able to lead a team while managing multiple priorities. You've a good communication skills and willingness to build the capacity of the local team, as well as a demonstrated ability to manage and resolve conflicts affecting both internal and external relationships

You're  flexible working approach recognising the time pressure and workload of the position and you're able  to manage stress while living and working in a constrained environment with security challenges

    A recognition that respect for local customs and attitudes is a fundamental part of ACF’s acceptance in the area

Work context

The Ghor base has 130 staff and 4 main projects, with a budget of around 5 million USD. The primary donors are ECHO, UN-OCHA, GAC, SIDA and CERF/FAO. Programs are implemted in two sub bases. 

Current projects focus on integrated Health, Nutrition, Protection, WASH and FSL activities, as well as Emergency Response Mechanism support via cash and NFI distribution. The Field Manager has overall responsibility for the programme team and directly supervises Project Managers for Health, WASH, FSL, ERM and Protection, as well as the ME-LAP supervisor. 

The context is considered insecure due to the tribal conflict and infiltratoin of Armed Opposition Groups (AOG), with over half of the province not under government control. However, part of Chaghcharan, Dulaina, Dawlatyer and majority of Lal districts are relatively stable, with NGOs able to work without being targeted. ACF has good acceptance and is pursuing activities outside of the main district centres. 

Expatriate staff movements are limited to a small number of relatively secure locations, with much of the role focused on supporting the national management team and coordinaton at the provincial level. The national team, in particular the Project Managers, have a commitement to learn and grow the misson throught capacity building and coaching.
