General description of the position

The context: 

ACF Bangladesh Team is currently operational implementing Food Security and Livelihood, Nutrition and Health, Mental Health and Care Practices, Gender Based Violence, WASH, and Disaster Risk Reduction projects.

The team (870 persons) manages around 30 contracts representing 24 million Euro in volume (looking to grow to 30 million in 2019) and the main donors are ECHO, UNOPS/DFID, SIDA, WFP, UNOPS, UNICEF, BPRM, SCI, GAC, UNHCR and IOM.

The Deputy Country Director Program (DCDP) manages directly 6 staff : MHCP Coordinator; Food security and Livelihood Coordinator,WASH Coordinator, MEAL Coordinator, Nutrition Coordinator and a Gender Officer, a national Grants Manager might soon join the team. This DCDP position has functional link with Heads of ARC, PIR, Communications Departments, Divisional & Deputy Divisional Directors.

The security situation remains stable, althought this may change over time.

The position objectives:

You will manage and coordinate the technical departments to deliver high quality, innovative program solutions to the populations in need


Main responsabilities

You will be in charge to:

  • Coordinate program strategy and ensure operational management of all technical areas;
  • Represent and liaise for operational strategy and program related issues to consortium members, donors, authorities, UN and I&N NGOs;
  • Manage programs, budgets and program development;
  • Ensure direct management of the country technical coordination teams;
  • Act as Country Director during CD absence.

Do you fit the requested profile ?
  • You hold an Advanced University Degree in development, international affairs, public health, Economics or similar fields.
  • You are fluent in English (verbal and written) and have good written and spoken skills in the language of the humanitarian operation.
  • You are used to work on emergency as well as medium to large scale development projects, especially those dealing with Health & Nutrition, food security & livelihoods sectors;
  • You have at least 8-10 years of professional experience at country level with 2-3-year prior experience in a similar or comparable position;
  • You have experience in managing multi-year development projects funded by USAID/USG-PRM, EU/DEVCO, DFID. SDC, Canada, SIDA, etc.;
  • Experience in South Asia and or Bangladesh will be considered advantageous.
  • You are able to funtion well in high stress scenarios

Work context

Contract: fixed term contract

Salary and profits:

  • Monthly gross salary from 1 947€ to 2 497€ upon experience.
  • Per diem and living allowance: 515€ net - paid in the field in local currency
  • Retrocession of retirement benefits for non-French employees

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual housing (according to mission policy)

 Medical coverage: 100% coverage of medical expenses + repatriation insurance.

 Leaves and RnR: 

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • + 215 € at each RnR period (every 12 weeks).
  • Coverage of the transportation expenses to the RnR area of reference (Bangkok).
