General description of the position

You will ensure the overall implementation of the programme strategy of the mission and the quality of the programs; coordination of new project proposals development in line with the mission strategy.

Main responsabilities

  • Definition of mission’s organizational chart
  • Proposals and donors’ reports
  • Management of the field structure budget
  • Security
  • Prevention of frauds and Power Abuses               

Do you fit the requested profile ?
  • You have a strong field experience with humanitarian NGOs in similar role; or around 5 years of experience of International NGOs in progressively more responsible positions leading to a strong desire to take on the role of Country Director
  • You have proven solid experience in representation, liaison with ACF stakeholders
  • You present excellent communication skills clear and structure, interpersonal and good negotiation skills
  • You have experience in identifying, analysing humanitarian needs & designing potential responses, and follow up with technical referents proposal writing, concept notes, etc…
  • You have high capacity of work, able to overcome stress and work under pressure
  • You are recognised for your leadership and management skills in a complex international setting
  • You have extensive knowledge and understanding of Humanitarian coordination mechanisms and Nexus between Recovery and Development
  • You have good knowledge of main ACF sectors of intervention: WASH, FSL, MHCP, nutrition and Gender
  • You have strong analytical and conceptual thinking; and are able to understand complex issues and translate them into simple, workable actions and plans
  • You are fluent in written and spoken English
  • Knowledge of the region and of Iraq specifically would be an advantage;
  • Arabic will be consider as an asset

Specific conditions / Salary

Contract12 months fixed term contract under french legislation

 Remuneration and benefits :

  • Monthly gross salary from 2 280€ to 2 905€ upon experience.
  • Per diem and living allowance: 487 € (cf eurocost) net, field paid.
  • + 12 % of monthly gross salary as country allowance. 
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage100% coverage of medical expenses + repatriation insurance. 

Leaves and RnR

  • 25 days of paid leaves per year.
  • + 20 RnR per year.   
  • + 215 € at each RnR period (every 12 weeks).
  • Coverage of the transportation expenses to the RnR area of reference (Turkey). 

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year). 
  • Intermission Workshop once a year.
  • Opportunity of coaching (DP) or mentorship.
  • Participation to external trainings costs upon eligibility of the request.

Work context

Iraq faces a double crisis since the beginning of 2014. After the arrival of nearly 250,000 Syrian refugees in 2013, the multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. In the space of a few weeks, more than 800,000 people have found refuge in the three governorates of the region (Dohuk, Erbil and Sulaymaniyah). The humanitarian aid in Iraqi Kurdistan has thus become one of the major challenge for NGOs.

Presentation of ACF mission: 

Since 2013, ACF has been operational in Erbil, Dohuk, Ninewa, Sulaymaniyah and Diyala Governorates of Kurdistan region of Iraq. As of today, ACF Iraq is operational in Ninewa and Dohuk Governorates and it is working on the expansion of its response to South and Central Iraq. Throughout 2017, ACF has been implementing its humanitarian response in Iraq with an integrated, multi-sectorial approach, addressing WASH, MHCP, Food Security & Livelihoods, as well as Nutrition-related needs of the Syrian refugees and the Iraqi IDP population in camp and non-camp settings. In 2018, ACF is still providing humanitarian response in the areas still presenting urgent needs while working on a transition into more recovery/development intervention where possible, such as in KRI.

As of September 2018, ACF’s team is running operations of approximatively 6 million EUR coming from different institutional donors (AFD, OFDA, OCHA, WFP, RDPP and SDC) and internal ACF funds.

ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters and technical working group of Nutrition and MHCPSS. ACF is also member of the executive board of NCCI (NGOs Coordination Committee for Iraq) and co leading the Wash cluster in Iraq.???

Iraq is a complex and challenging country; but equally full of remarkable and resilient people who have lived through some of the significant conflcits of the 21st century to date. Working with and for these people is both challenging and a privilege. Doing so with ACF is an opportunity for any leader to both test themselves and be at the front edge of providing high standards of humanitarian and development assistance. It is a challenge to be relished, but equally not one to be taken on lightly.
