General description of the position

Under the supervision of the Deputy Country Director, you will be responsible for all Monitoring, Evaluation, Learning and Accountability aspects, to guarantee the quality, appropriateness and suitability of MEAL systems at mission level and to support and create processes and tools to guarantee the adequate planning and implementation of MEAL and assessments activities.

Do you fit the requested profile ?

Master’s degree in related topic (monitoring & evaluation, development, humanitarian aid, international relations), you have an extensive experience of 5 years in humanitarian and/or development NGO in MEAL.

You had a proven success in designing implementing and operating MEAL frameworks and experience in capacity building.

You show strong knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method and impact), data collection and analysis methods. You have as well a strong experience in conducting internal knowledge building activities.

Recognized for your excellent diplomacy, organisational, communication and representation skills, you have also developed good team management skills.

Fluency in English (oral and written) is compulsory.


Specific conditions / Salary

Contract: 12 months fixed term contract under french legislation

Remuneration and benefits:

  • Monthly gross salary from €1805 to €2305 upon experience.
  • Per diem and living allowance: 454€ net, field paid.
  • + 12 % of monthly gross salary as country allowance. 
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

 Medical coverage100% coverage of medical expenses + repatriation insurance.

 Leaves and RnR:

  • 25 days of paid leaves per year.
  • + 20 RnR per year.  
  • + 215 € at each RnR period (averagely every 12 weeks).
  • Coverage of the transportation expenses to the RnR area of reference.

 Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year). 
  • Intermission Workshop once a year.

Work context

ACF's intervention in Kurdistan region of Iraq started after the sudden massive influx of refugees fleeing the Syrian crisis in August 2013. ACF has been operational in Erbil, Sulaymaniyah, Diyala, Dohuk and Ninewah Governorates responding to WASH, Food Security and Mental Health needs of the Syrian refugees and the Internally Displaced Persons (IDPs) population both in camps and non-camp settings. In addition and according to IOM-DTM, since the start of Mosul operations in October 2016, an adding 142,698 individuals and 23,783 families are currently displaced. ACF is responding to Mosul emergency with mobile teams across the country and is scaling-up its humanitarian response in 2017 with an integrated and multi-sectorial approach, addressing WASH, Mental Health & Care Practices and Food Security needs. ACF is strongly involved in the coordination mechanisms, as an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is currently the national WASH Cluster co-coordinator.
