A Field Coordinator - Sittwe, Myanmar

General description of the position

You will lead ACF’s operations in the geographic area, aligning implementation to the mission strategy, provide high-level representation towards external stakeholders, as well as leadership to both program, and support teams in the field.

Main responsabilities
  • Coordinate overall implementation of programs at field level
  • Coordinate ACF country strategy implementation at field level
  • Coordinate overall implementation of program at field level
  • Manage the team at field level on site and/or remotely depending on access
  • Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level for the whole Rakhine state
  • Facilitate the coordination system with the Coordination Office in Yangon
  • Ensure reporting and communication
  • Manage security at field level
  • Contribute to gender equality mainstreaming

Do you fit the requested profile ?
  • You hold a University degree in international development, social sciences or equivalent
  • You have at least 3 years of field experience with INGO
  • You have consolidate experience of project cycle management and using participatory tools and methodologies for assessment, programs identification, implementation, monitoring, evaluation and learning
  • You have technical knowledge of standard logistics, financial and HR procedures and practices, knowledge regarding program management on the field, a substantial knowledge of security management
  • You have proven ability to work independently under pressure with tight deadlines
  • You are pragmatic and results oriented, creative and out of the box thinker
  • You are flexible and able to adapt quickly to fast pace complex dynamics and changing context
  • You have good interpersonal, organizational, multitasking and communication skills, you are a team player
  • You have a high capacity of work, able to overcome stress and work under pressure, with high degree of flexibility
  • You know the main donors’ policies, requirements, compliance, partnerships, and you have an experience in external representation and coordination.
  • You are able to manage competing priorities, large teams and large size and scope of programs / operations
  • You are willing andable to travel on field trips and living in remote areas
  • You are cultural sensitivity and experience working in conflict sensitive areas.
  • You have ability to contribute timely to project proposals and high-quality reports;
  • You have ability to consolidate contributions from a large team to ensure reports are comprehensive & coherent.
  • You have experience in working within multi-partner consortium and with local partners
  • You have experience in team management in multi-cultural context, with strong communication skills and interest in capacity building
  • You demonstrate personal commitment in promoting Gender Equality and ACF Gender Minimum Standards

  • You are fluent in written and spoken English

Specific conditions / Salary

Contract12 months fixed term contract under French legislation

Remuneration and benefits :

  • Monthly gross salary: €1805 to €2305 upon experience
  • Per diem and living allowance:  €432 (cf eurocost) net, field paid.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage100% coverage of medical expenses + repatriation insurance.

Leaves and RnR

  • 25 days of paid leaves per year.
  • + 20 RnR per year.   
  • + 215 € at each RnR period every 12 weeks.
  • Coverage of the transportation expenses to the RnR area of reference (Thailand)

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year). 
  • Intermission Workshop once a year.
  • Participation to external trainings costs upon eligibility of the request.

Work context

 In Myanmar, based in Sittwe

The working area is in a conflict sensitive environement, changing and challending context. In Rakhine state, ACF is working in IDP camps.

You will manage a large sized team (5 expatriates minimum and around 200 national staff) and supervise a large size and scope of programs which ar implemented in multiple districts of Rakhine state including some with restricted access, which implies remote management. The main base is in Sittwe, but you will also be responsible for 5 sub-bases / field offices in Maungdaw, Buthidaung, Thet Kay Pyin, Minbya, Thandwe.

The Field Coordinator will manage two deputy Field Coordinators (Program and Support), and ensure a continuous and efficient collaboration between Program and Support services for all Rakhine bases, all the while coordinating closely with the coordination team in Yangon.

This position calls for an experienced team leader and manager, familiar with multicultural working contexts and strongly motivated to support other members of the team.”
