General description of the position

You are responsible for overseeing the development, funding and implementation of the ACF Country Strategy, representing ACF at high level forums and ensuring the mission's portfolio and positioning are in line with ACF's values (Charter), Programming Principles, and Strategy.

Main responsabilities

You are responsible for implementing a sound and relevant delegation system (with appropriate control mechanisms), which will allow you to be accountable for all the following responsibilities:

  • Strategic and operational planning, organizational performance and continued adaptation through 2020 and beyond: lead the preparation, updating, implementation of the Country strategy appropriate for the country and regional context and in line with the ACF vision and mission.
  • Programming: oversee mission’s programming to ensure the effective and efficient design, implementation and evaluation of ACF's portfolio. 
  • External relations and partnerships: Continue to forge strong external partnerships, donor relations and representation at high-level fora to maintain network, advocacy and funding opportunities. 
  • Management and Human Resources: Manage a changing team and structure, maintaining cost effectiveness while adapting according to context and program diversification. Oversee the management and development of mission’s human resources and create a shared vision, among all staff, of ACF's values and program's aims and their role in achieving these.
  • Finance and Logistics: oversee and direct the appropriate mobilization, use and management of financial and logistic resources in the mission in line with ACF policies and donor requirements.
  • Security: lead the preparation, regular updating and implementation of the security plan in line with ACF standards and procedures.
  • Working relationships with HQ: key actor between the field and HQ, the Country Director contributes to maintain good working relationships with HQ by complying with information demands and using HQ’s expertise to optimize the country’s strategy implementation.

  • You have proven Team leadership and management experience, and are able to demonstrate knowledge of best practices in country team and performance management
  • You have experience with external representation and promotion of programs with stakeholders and potential donors, and are able to generate goodwill towards the program with the intention of raising funds and the country grant portfolio
  • You are able to demonstrate ledership in representation with other humanitarian actors
  • You possess extensive Program Management skills and experience, and are able to articulate program management best practices

Specific conditions / Salary

Remuneration and benefits :

  • Monthly gross salary from 2 280 to  € 2 905 € upon experience.
  • Per diem and living allowance: 419 € (cf eurocost) net, field paid.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual accomodation 

Medical coverage100% coverage of medical expenses + repatriation insurance. 

Leaves and RnR

  • 25 days of paid leaves per year.
  • + 20 RnR per year.   
  • + 215 € at each RnR period (averagely every 3 months).
  • Coverage of the transportation expenses to the RnR area of reference (Thailand). 

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year). 
  • Intermission Workshop once a year.
  • Opportunity of coaching or mentorship.
  • Participation to external trainings costs upon eligibility of the request.


Work context

ACF’s intervention in Nepal started in 2005 with a focus on addressing the needs of the conflict affected population in the Karnali region. Further surveys in the country highlighted alarming undernutrition rates in Nepal. In response, ACF initiated a CMAM programme in Saptari District in 2012 with a District wide approach. The 2015 Earthquake in Nepal led to scaling up our work in the country to 5 of the 14 most affected Districts.

Currently our work is spread across 3 districts across 3 provinces. Our capital office is located in Kathmandu and have two field offices in Nuwakot (Bidur) and Nawalparasi (Ramgram). In Nuwakot and Rasuwa Districts in province 3, our primary work is on of WASH facilities for the Earthquake survivors. In the District of Nawalparasi that spreads across provinces 4 and 5, we have an IMAM programme to address the causes and consequences of Hunger by initiating a district wide response at the community and health facilities level. However, in order to address the root cause of malnutrition, we also have initiated an integrated Food Security and Livelihood programmes and plan to initiate work WASH in some specific pockets of the district where cases of acute malnutrition are concentrated.

Bidur base was setup after the Nepal earthquake to provide lifesaving and relief support to the earthquake survivors. Since then ACF has adapted its operation to reflect reducing humanitarian needs in the area. Our current work is to support reconstruction of WASH facilities in selected municipalities in Nuwakot and Rsuwa Districts.

Ramgram is a small town and district headquarter of Nawalparasi (now split into 2 Districts spread across provinces 4 and 5 of Nepal). Located 9 kilometres away from the Mahendra Highway the arterial roadway of Nepal. ACF base in Ramgram is small with a 4-member team led by a field manager and provides technical support to the health authorities in the district for successful implementation of the IMAM programme. We also work with a small local NGO of Nepal (MADE Nepal) that implements the food security and livelihood component of our work in select wards in the Parasi District.
