Action Against Hunger has been operating in Iraq since 2013, following the sudden massive influx of refugees fleeing the Syrian crisis. The multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. ACF has since been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Mental Health & Care Practices, Food Security & Livelihoods amongst the Iraqi Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2019, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team is running operations of approximatively 9 million euros. The main donors of the mission are OFDA, EU through MADAD, GIZ, AFD, WFP, SDC and ACF.

The mission currently employs 15 international and 106 national staff, working from the coordination office in Erbil, field offices in Mosul, Dohuk and Baghdad, as well as a field sub-office in Sinune. ACF is intending to expand south of Ninewa to address the humanitarian needs of the population.

The Field Coordinator will be supervising 2 bases, and will be operating 75% of his time in Basra and 25% in Baghdad. However, the guesthouse is located in Baghdad.

Votre poste et vos responsabilités

Missions and activities at the coordination level:

Mission 1: Active participation to coordination dynamic

  • Contributing to the development of tools for assessments and emergency activities (TOR, access strategies, contingency plan, …)
  • Maintaining humanitarian watch and anticipating potential crisis outbreak in the region
  • Proposing new interventions and discussing with the CD
  • While defining new operations, collaborate with technical departments involved, support teams to prepare complete project proposals consistent with donors’ formats and ACF internal rules.

Mission 2: Coordinate ACF country strategy implementation at field level

  • Contributing to the design and update of the country strategy by providing field inputs to Country Director 
  • Ensuring the implementation of the country strategy in the area of responsibility in collaboration with Head of Technical Department and Program Managers 


Missions and Activities on the field

Mission 1: Coordinate overall implementation of ACF operations at field level

  • Coordinating ACF response operations in collaboration with other members of coordination team (program and support departments)
  • Supervising and monitoring the implementation of ACF programs at field level 
  • Facilitating the new project’s design in collaboration with Heads of Technical Departments, DCD Programs, GRO and Program managers
  • Supervising the work of the support services at field level, in collaboration with Heads of Support Departments 
  • Ensuring the synergy between Technical and Support services at field level 
  • Ensuring the implementation of recommendations from ACF high/middle level management resulting from internal audit, experts’ field visits
  • Actively participating in audits and ensuring recommendations implementations

Mission 2: Manage the team at field level

  • Supervising and managing all direct reports
  • Recruiting direct reports 
  • Monitoring the social climate at field level and reporting to Country Director in case of social issues
  • Ensuring the overall management of training needs at field level
  • Participate and lead in the nationalization processes in the base, and ensure continuous support, coaching, and mentoring of nationalized positions
  • Promoting the commitment to ACF Charter and prevention of frauds and power abuses and informing the Country Director in case of frauds or power abuses

Mission 3: Facilitate good relationships with the coordination team

  • Updating of the coordination team on program implementation
  • Proactively referring to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises
  • Ensuring field teams proactively express relevant demands of support to coordination team in order to maximize operational efficiency and impact
  • Generally speaking, be a facilitator between the field and the capital
  • Piloting the follow-up on technical and support departments’ recommendations

Mission 4: Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level

  • Monitoring and supervising the overall partnerships relations at field level
  • Participating in the humanitarian coordination activities at field or regional level in coordination with the Country Director
  • If necessary, implement advocacy strategy and activities locally

Mission 5: Ensure reporting and communication 

  • Providing the Country Director / DCD / GRO with all relevant reporting documents requested from the field in collaboration with Program Managers 
  • Ensuring the overall implementation of best communication practices at field level
  • Writing of: TOR, assessment and intervention reports (finance and donors reports)
  • Preparation of: concept notes, interventions proposals

Mission 6: Manage overall security and safety on the base

  • Monitoring the security environment (networking, collecting and analysis of information...) 
  • Maintaining an effective network, with local input, on contextual and security matters, collection and analysis of information to establish the context and risk analysis
  • Writing the local security plan with the support of the logistic manager and transmit to the Country Director and Safety/Security Advisor
  • Briefing of ACF team on local context and security
  • Ensuring the application of security procedures with the support of the Logistic Manager
  • Managing any security incidents at base level and report to the Country Director
  • Actively participate to audits and ensure the implementation of recommendations

Votre profil

  • You hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations
  • You have at least three years of field experience in operational management of humanitarian programs in similar role; experience in emergency context required
  • You have a minimum of two years’ experience in a managerial role
  • You have excellent capacity of strategic humanitarian context analysis
  • You have substantial knowledge of standard logistics procedures and practices
  • You developed good knowledge of financial and HR procedures
  • You know ACF intervention sectors (FSL, WaSH, Nutrition, MHCP)
  • You have strong communication, networking and representation skills (written, oral, cross cultural)
  • You have leadership and management skills in a complex international setting
  • You are Fluent in English and in French
  • If you are able to speakArabic it is an asset
  • You have training, coaching, capacity building experience and skills

Vos conditions d’emploi

Contract

  • 12 months fixed term contract (under French legislation) 


Compensation & Benefits (applicable for French contract only):

  • Monthly gross salary from 2 450 to 2 800 € upon experience 
  • Per diem and living allowance: 259$ + 328$ net, field paid.
  • + 450€ of monthly gross salary as country allowance.  
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children. 
  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered


Medical coverage:

  • Medical coverage: 100% coverage of medical expenses + repatriation insurance.


Leaves and RnR: 

  • 25 days of paid leaves per year. 
  • + 20 RnR per year.   
  • + 215 € at each RnR period (averagely every 8 weeks). 
  • Coverage of the transportation expenses to the RnR area of reference


Training: 

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).   
  • Intermission Workshop once a year.
  • Participation to external trainings costs upon eligibility of the request.
