The recent development in Ukraine have led over 7.6 million refugees to flee over the borders from Ukraine and a further 6.3 million have been displaced within Ukraine. The estimated 17,7 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine.
5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.
ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). In Ukraine strategy includes WASH activities (rehabilitation/repair of centralized water and sanitation networks as well as gas networks and boiler plants, minor repair of Collective/Transit Centers and hygiene kit distribution) as well as Health & Nutrition ones (primary health care structures support).
In Ukraine ACF intervenes in the East (Dnipro, Kharkiv and Zapporizhzhia in particular), the West (Vinnytsia and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).
Your direct manager is the Deputy Country Director Programmes and your functionnal manager is the Regional MEAL Head of Departement based in Poland.
You are the functionnal manager of 3 persons: the MEAL manager in Dnipro, the MEAL manager and the Data Analyst in Vinnytsia.
This is new emergency mission. There is a need for this position to establish the MEAL system for the country from the ground. Since this is a creation of the department thus needs to put in place all the tools and procedures. You will have to interact with other HoDs and gather information for implementation. Also need to work with various partners and donors. You will have lot of opportunity to work in such a challenging context as well as with complete autonomy.
Under the supervision of the Deputy Country Director Programmes you are in charge of establishing and supervising MEAL department in Ukraine along with preparation of Budget, Narrative, LFA and MEAL plan.
In details you will be responsible for:
You hold a Master’s degree in Economics, Social Sciences, Business, Administration, statistics, demography or related subject with previous experience working in humanitarian projects.
You have a minimum of 5 years of previous experience working with NGOs covering multi-sectorial programming, in the domain of MEAL with minimum 2 years in coordination level position.
You are fluent in English (both written and spoken skills) (+ fluent in Ukrainian is preferred)
