The Islamic Emirate of Afghanistan is a landlocked country in South-Central Asia, bordered by Pakistan, Iran, Turkmenistan, Uzbekistan, Tajikistan, and China. Afghanistan remains internationally isolated due to human rights violations, especially against women and girls. However, regional powers like China and Türkiye maintain pragmatic engagement for stability and economic interests. Since August 2021, the IEA has resisted inclusive governance, excluding former rivals. Security incidents have risen by 53%, with growing concerns over the IEA's control of militant groups like Islamic State Khorasan Province, threatening humanitarian operations.
2025 Humanitarian Outlook: Afghanistan's crisis continues, with 22.9 million people needing aid. Conflict, economic collapse, and climate shocks have left many without basic services. Nearly half the population lives in poverty, and food insecurity affects 14.8 million people. Climate risks, including La Niña and 2024 floods, worsen conditions. Gender-based restrictions, returnee influxes, and explosive ordnance heighten protection needs. Despite constraints, humanitarian partners aim to assist 16.8 million people with essential services in 2025.
ACF's Response in Afghanistan: ACF delivers integrated humanitarian aid in the Provinces of Kabul, Badahkshan, Ghor, Daykundi and Helmand through six key sectors:Health, Nutrition, FSL, WASH, MHPSS and other cross cutting.

Votre poste et vos responsabilités
Under the supervision of the Head of Nutrition and Health Department, your mission will be to optimize pharmacy management systems and drive measurable improvements in operational efficiency at the country office.
Your responsibilities will include :
- Audit the pharmacy stock management at all levels from country pharmacy to health facilities
- Define a clear procedure to quantify the annual needs for Decentralized Stock (DS) and pilot it for DS 2026
- Ease the process for local procurement, define a procedure for yearly estimate and pilot it for planning 2026
- Monitoring: Define a clear process to properly follow up key parameters for drug management for each project including inventory, AMC and shortage indicator
You will manage 2 employees in Kabul and 4 in field (indirectly).

Votre profil
You have a pharmacist's diploma with at least 2 years' experience in humanitarian setting.
Through your missions, ideally international, you have provided mentoring and recommendations.
You are able to audit the pharmacy, prepare a plan to improve the pharmacy, and capacity buidling of the Pharmacy team.
You have technical capacity and experience in effective forecasting, procurement, and inventory control, while also enhancing patient safety and minimizing wastage.
Vos conditions d’emploi
National applications : 3-month contract according to the internal and national salary conditions of ACF in Afghanistan
International applications :
- Fixed term contract under French legislation: 3 months until 31/07/2026
- Monthly gross salary from 2130 to 2475€ upon experience, including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 681€ net, field paid
- Monthly country allowance: 450€
- Expertise allowance : 200€ per month
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
- Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Action Against Hunger (ACF) delivers integrated humanitarian assistance across the provinces of Kabul, Badakhshan, Ghor, Daykundi, and Helmand. Our programs span multiple critical sectors, including Health and Nutrition, Mental Health, Food Security and Livelihoods (FSL), Water, Sanitation and Hygiene (WASH), and Disaster Risk Reduction (DRR). ACF operates a central pharmacy warehouse in Kabul, staffed by three pharmacy staff, and maintains pharmacy operations at four field bases, each supported by one pharmacy staff member.This is a short-term mission (3 to 4 months) with the overall aim to strengthen and develop ACF's pharmacy department. This includes enhancing pharmaceutical systems, supply chain and pharmacy management across multiple provinces, and building the capacity through hands-on training and mentorship of pharmacy staff.
This is more than a short-term assignment, it is an opportunity to make a meaningful contribution to the development of our pharmacy management systems. At Action Against Hunger, we are seeking a candidate who brings not only strong technical expertise but also adaptability, creativity, and a collaborative mindset. In this role, you will work closely with a dedicated country team to strengthen and streamline our pharmacy operations. Your flexibility will be essential as you apply your knowledge and experience to support our teams in a unique and evolving operational context.
