Mozambique faces multiple shocks, including the conflict in Northern Mozambique, frequent natural hazards and disease outbreaks. Cabo Delgado Province, already one of the most vulnerable and poverty-stricken provinces of Mozambique, has been affected since late 2017 by armed conflict perpetrated by Non-state armed groups which has continued to destabilize pockets of territory, generating new waves of displacement and constantly undermining the provision of humanitarian assistance.
In Cabo Delgado, ACF has been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing Health & Nutrition, Mental Health & Psychosocial Support, Food Security & Livelihoods, and WASH, amongst the Mozambican Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as Returnees and Host Communities. In 2026, ACF is willing to continue its humanitarian interventions in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team, currently composed of 7 international staff and 116 national staff, is running operations of approximatively 6 million euros. The main donors of the mission are DG ECHO, SIDA, and the Crisis and Support Centre of the French Ministry for Europe and Foreign Affairs.

Votre poste et vos responsabilités
Under the supervision of the Area Coordinator, you will lead the successful implementation of part of ACF programs, in accordance with contractual requirements and expected technical and programmatic quality standards. You will ensure management of the Program Teams under your supervision as well as ACF’s external coordination, and actively contribute in the definition of ACF’s strategy.
Your missions will be as follows:
- Manage and lead part of the program team.
- Coordinate the planning, implementation and monitoring of part of ACF programs with high quality standards in Cabo Delgado Area.
- Facilitate internal and external coordination to enhance program implementation.
- Contribute to the strategic positioning of ACF and to the development of new project proposals.
- Proactively support ACF commitments to gender equality and protection.

Votre profil
You hold a Master's degree in development, humanitarian aid, international relations or any relevant field.
You have at least 2 years of field experience in humanitarian project management.
You have experience in team management, working in complex humanitarian settings, and in project cycle management.
You have strong experience and knowledge of project cycle management.
You have knowledge of all or part of ACF sectors of intervention (Nutrition-Health, WASH, FSL, Emergency response, MHCP-GP) and core donor requirements, as well as a good understanding of support functions (security, logistics, finance and HR).
You speak and write English fluently with good communication skills. You also master Portuguese, Spanish or Italian.
Vos conditions d’emploi
- Fixed term contract under French legislation: 12 months until 30/09/2027
- Monthly gross salary from 2332 to 2676€ upon experience, including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 627€ net, field paid
- Monthly country allowance: 150€
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
- Salary sustainment measures (sickness, paternity, maternity)
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

ACF Mozambique has been affected by the fund crisis in 2025. Nevertheless, the Country Office is now growing again, increasing its geographical footprint (both within Cabo Delgado Province and in the rest of the Country) as well as its number of implemented projects funded by a more diverse set of Donors. Cabo Delgado shows a complex, dynamic, yet interesting context, marked by a multi-layer crisis (conflict, climate, political). The country strategy represents well the expertise of ACF, with all programmatic sectors implemented, with both humanitarian and nexus/development approaches.
Pemba is the largest and capital city of Cabo Delgado Province. While classified as a non-family duty station, Pemba offers a permissible work-life balance, with accessible tropical beaches and no enforced no-go areas, apart from the usually forbidden military bases in the city. The city of Pemba is overall calm. Pemba is an average-sized town with all commodities (market, supermarkets with both local and international products, bars, restaurants, gyms, etc). It is possible to enjoy leisure activities in Pemba.
Expatriates leave in small houses on a shared compound. All houses have a living room with a kitchen and two bedrooms with their respective bathroom. All houses are equipped and have an internet connexion. The compound is close to Pemba main beach and some restaurants.
