Myanmar remains one of the world's most severe and protracted humanitarian crises. Since the military coup of February 2021, the country has experienced an escalation of armed conflict, mass population displacement, economic deterioration, and recurrent climate shocks that have severely undermined livelihoods and access to basic services. The crisis is further compounded by the near collapse of public systems, leaving vulnerable populations with extremely limited access to essential care. Nutrition remains a major concern, especially among children, women, and displaced populations. In 2026, 21.9 million people, around 40% of the total population, are in need of humanitarian assistance, of whom 16.2 million are targeted under the 2026 Humanitarian Needs and Response Plan (HNRP).
Action Contre la Faim (ACF) maintains a strong operational presence in Rakhine and Bago, delivering integrated humanitarian assistance through direct implementation as well as with local partners. Current interventions include nutrition services for children under five and pregnant and lactating women, Mental Health and Psychosocial Support (MHPSS), Water, Sanitation and Hygiene (WASH), Food Security and Livelihoods (FSL) programming, and emergency assistance for vulnerable households.
ACF has about 260 national staff with 6 international. Currently the country director is based in Myanmar.

Votre poste et vos responsabilités
You will be responsible for implementing a sound and relevant delegation system (with appropriate control mechanisms), which will allow you to be accountable for all the following responsibilities :
- Lead the preparation, updating, implementation of the country strategy appropriate for the country and regional context and in line with the ACF vision and mission
- Oversee mission’s programming to ensure the effective and efficient design, implementation and evaluation of ACF's programs and projects
- Develop and enhance relationships between the mission and donors’ representatives, civil society, private sector, government agencies and other organizations, acknowledging diversity as an asset of the humanitarian community, so that ACF can maximize its impact on malnutrition and its prevention
- Guarantee security management of staff, operations, assets and directs country-specific response to security threats and incidents, up to and including management of evacuation
- Oversee the management and development of mission’s human resources and create a shared vision, among all staff, of ACF's values and program's aims and their role in achieving these. You will manage a team of around 260 staff, including 7 direct reportees.
- Oversee and direct the appropriate mobilization, use and management of financial and logistic resources in the mission in line with ACF policies and donor requirements
- Be the key actor between the field and HQ, by contributing to maintain good working relationships with HQ, complying with information demands and using HQ’s expertise to optimize the country’s strategy implementation
- Lead for ACF’s accountability, reputation and fiscal responsibilty in the country
- Ensure, with the support of your team, linkage with national entities and partners and the implementation of ACF strategy.

Votre profil
You have a postgraduate (master) degree or Bachelor degree with 10 years relevant professional experience
You have at least 8 years of humanitarian and development experience and at least 5 years of senior management or leadership experience, including team leadership;
You have at least 2 years of previous experience as Country Director or equivalent leadership role;
You have a previous humanitarian and development experience working in Asia (South Asia or South East Asia) essential;
You have excellent negotiation and advocacy skills, and are politically astute;
You are able to think out of the box;
You have an excellent adaptation and culturally sensitivity skills; and an excellent organizational and interpersonal skills;
You have a solid experience of managing security in a volatile environment;
You have a very strong understanding of financial and logitics / procurement management;
You have a significant experience with external representation and promotion of programs with stakeholders and potential donors;
You are able to demonstrate leadership in representation with other humanitarian, development actors and partners;
You are fluent spoken and written English skills and French language skills is a plus;
You have an excellent knowledge and understanding of the Myanmar context;
A great sense of humour is required!

Vos conditions d’emploi
- Fixed term contract under French legislation: 18 months starting from 9 november 2026
- Monthly gross salary from 3572 to 4128€ upon experience, including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 504€ net, field paid
- Monthly country allowance: 450€
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and accommodation (Serviced appartment in Chiang Mai and Hotel / serviced appartment in Yangon)
- Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
- Salary sustainment measures (sickness, paternity, maternity)
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
