Action Against Hunger has been working in Yemen since 2012 and is present in both the North and South of the country with ongoing operations in the Governorates of Al Hudaydah and Hajjah in the North and Al Hudaydah (South/West Coast), Lahj and Abyan in the South. These operations are managed by Coordination Offices in Aden and Sanaa, and 2 Field Offices in Al Khawkhah and Al Hudaydah Governorates. In Yemen, Action Against Hunger’s current sectorial expertise is focused on Health and Nutrition, FSL, WASH, and Mental Health and Psychosocial Support (MHPSS).
Votre poste et vos responsabilités
Under the supervision of the Deputy Country Director for Programmes, your mission will be to strengthen the country office's emergency preparedness and response capacities to ensure timely, effective, and coordinated emergency responses, and lead the implementation of emergency responses across all areas of intervention of ACF in Yemen.
The main responsibilities and challenges of the position will be as follows:
- Strengthen and operationalize the country office's emergency preparedness and response system to ensure readiness for emergencies
- Develop and maintain up to date emergency preparedness and contingency plans
- Design, maintain up to date and lead the implementation of emergency response standard operating procedures in line with ACF programme, finance, logistics, human resources, and security policies and procedures
- Lead and coordinate emergency responses implemented by the country office to ensure providing timely and quality humanitarian assistance to populations affected by crises
- Ensure continuous monitoring and analysis of the humanitarian, political, and operational context to identify emerging risks and response opportunities
- Lead the activation of emergency responses in line with ACF’s procedures and agreed decision-making mechanisms
- Strengthen ACF's engagement with donors, partners, and through coordination mechanisms to enhance ACF’s emergency positioning and resource mobilization capacity
- Monitor key humanitarian developments, donor priorities, and funding opportunities relevant to emergency preparedness and response
- Represent ACF in humanitarian coordination fora: clusters, working groups and inter-agency fora etc.
- Promote ACF's emergency response capacities, experience, and strategic priorities to external stakeholders (donors, partners etc.)
Votre profil
You hold a Master’s Degree in International relations/humanitarian work or any other related field.
You have at least 5 years of professional experience in the humanitarian sector, with a minimum of 3 years managing emergency response programmes.
You demonstrate a strong leadership and decision-making abilities, good communication, representation, and negotiation skills. You are recognised for your ability to work effectively under pressure and adapt to changing circumstances.
You master English (written and spoken)
Having a previous experience in Yemen is an asset.
Vos conditions d’emploi
- Fixed term contract under French legislation: 6 months
- Monthly gross salary from 2597 to 2968€ upon experience, including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 730 USD net, field paid
- Monthly country allowance: 450€
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
- Salary sustainment measures (sickness, paternity, maternity)
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Action Against Hunger has strong technical and operational capabilities in Yemen, with additional support provided through our international network, ensuring technical, managerial and financial support as needed. Our team is running operations of approximatively 7 million Euros. The main donors of the mission are ECHO, GFFO, GAC, CIAA and CDCS.
ACF is operationally working in 2 bases: Hodeida and Aden, with its coordination team located in Sana’a. With ACF's global experience in the sectors of Health and Nutrition, FSL and WASH, coupled with our local presence, we have developed programme methodologies that ensure vulnerable populations have access to essential healthcare, while also providing targeted support to food insecure households and addressing some of the public health risks that can cause morbidities.
