General description of the position

Since the events of August 2017 in Northern Rakhine state, which led to the displacement of over 700,000 refugees into Bangladesh, ACF Myanmar’s Rakhine base has been growing consistently, continuing/developing activities through several programs in Nutrition and Mental Health and Care Practices; Food Security and Livelihoods; WASH and Disaster Risk Reduction (DRR); and Health System Strengthening (HSS).

In 2019, ACF Rakhine base will continue to operate a life-saving intervention in nutrition, care practices and psychosocial support for IDPs and host communities. This emergency program comprises a Therapeutic Feeding Program (TFP) implemented in ACF-run Out-patient Therapeutic Program centers (OTPs), and a Supplementary Feeding Program (SFP) in MoH Rural Health Centers. It is implemented in both Central and Northern Rakhine state (CRS and NRS), through the base of Sittwe and sub-base of Maungdaw. 

In July 2019 ACF Myanmar started the implementation of an integrated Nutrition/FSL/WASH/DRR program in CRS (Sittwe and Minbya townships), as part of a 36 months Europe Aid-funded project, in consortium with the Danish Refugee Council. The program includes a range of activities in food production, income-generation, community mobilization and engagement, WASH and DRR; and are combined with a Behavior Change strategy on health, hygiene, nutrition, and Infant and Youth Child Feeding (IYCF). In parallel, another BMZ-funded project involving Nutrition and IYCF, Livelihoods and WaSH/DRR components started in September 2018 for a duration of 36 months, in consortium with Save the Children International, in CRS (Sittwe and Minbya townships). 

In 2019, ACF Rakhine will begin a new project in partnership with Humanity and Inclusion (HI). This aims to build the capacity of government workers to provide community-based nutrition services. It also aims to increase access to rehabilitative services for malnourished children with disabilities and build the capacity of government and community-based organizations to identify, intervene and where necessary refer families with mental health and care practice needs in the community.


Main responsabilities

You will be responsible for the overall implementation of the Nutrition MHCP HARP Project in Rakhine State

More precisely, you will have to:

Oversee  the overall implementation of the MHCPGP activities in Rakhine State  : 

  • Ensuring the MH activities are in line with international recommendations and technical standards, as well as ACF’s policy documents and technical guidelines.
  • Ensuring general management of the project activities and ensure they are implemented in conformity with the proposal, budget, logical framework and activity plan.
  • Identifying organizations in Rakhine State who would benefit from capacity building in MHPSS and care practices.
  • Developing and conducting training for staff from external organizations and conducting follow up workshops to ensure quality. 
  • Ensuring that they are actively engaging with local organizations to build a MHPSS referral network and encouraging their participation in the coordination mechanisms. 
  • With the other MHCPGP Emergency PM ensuring ACF is represented and actively engaging in coordination mechanisms such as the MHPSS, GBV, Protection and Child Protection WGs in Rakhine. 
  • Arranging regular field visits to implementation sites (at least 80% of working time).
  • Supervision of the Head of Project to ensure that liaison with potential partner organizations and government departments is smooth and that trainings and supervision are organized and conducted effectively and efficiently.

Ensure the quality, accountability and impact measurement process of his/her program

  • Ensure timely and high-quality implementation of planned activities within his/her program, alert the Country Director/HoD Finance/HoD Nutrition/HoD MHCPGP to any delays or excessive or under-use of resources and propose innovative solutions to remedy it.
  • In collaboration and with the support of the MEAL department, support the establishment and implementation of MEAL systems on his/her activities: APR design and collection of relevant data, analysis of data and its integration into proposals/reports, capitalization of program-related data and documentation of the innovations achieved, etc.
  • Ensuring compliance with donors’ rules and guidelines on all her/his projects including writing qualitative and quantitative reports to donors and their timely delivery.
  • Preparing ToRs and providing other specific requirements for consultancies and other technical support as per need and support in developing methodologies.
  • Reviewing and approving recommendations provided by evaluators, consultants and technical advisors and ensuring they are incorporated in projects/program, understood by her/his Deputy PMs and implemented by field teams.


Contribute  to the identification of needs and the formulation of on-going and  upcoming project proposals

  • Monitoring, analyzing and sharing (with the Program Team) humanitarian needs related to Mental Health, Care Practices, Gender, and Protection in Rakhine.
  • Contributing to the development of proposals on MHCPGP in Rakhine under the guidance of the MHCPGP HoD, and in coordination with Program and Support departments (Logistics, Finance, HR) and potential consortium partners.
  • Contributing to MHCPGP -related internal and external reporting, as well as any amendments to projects with MHCPGP components in Rakhine.
  • Participating in drafting response plans in preparedness for emergencies in case of need.


Participate in the coordination, representation, and partnerships of ACF in his/her area of intervention  

  • Coordinating her/his activities with other sectors and departments of ACF to ensure rational use of resources and optimum integration.
  • Participating in visits by funding bodies whenever requested by the FC/DyFC/CD.
  • Representing ACF and ensuring coordination with partners, agencies of the United Nations and NGOs in his/her sector, in collaboration with the FC/DyFC/CD.
  • Organize sessions of training for potential NGOs/CBOs on care practice and psychosocial activities if required. 


Contribute to gender and protection mainstreaming  

  • Assist the MHCPGPGP HOD in gender and protection mainstreaming, and GBV and child       protection integration, into programs and activities, by respecting ACF standards and monitoring these aspects with dedicated indicators
  • Support the MHCPGPGP team and ACF teams in gender and protection mainstreaming or integration into activities through training, supervisions, and monitoring; as well by conducting gender and protection assessments and analysis.

Do you fit the requested profile ?

You hold a Master’s in Clinical psychology and have at least two years experience in a similar position with an INGOs 

Experience in program management and implementation, strong experience in team management.

Ability to manage priorities & take decisions. Pedagogy and focus on capacity building 

You have the capacity to work in a complex environment.

Very Good proficiency in English (written and spoken).

Demonstrated experience and/or personal commitment to promoting gender equity and equality.


Specific conditions / Salary

Status: 

Contract 12 months fixed term contract under French legislation, starting date October 1st 2019.

based in Yangoon but with 80% of the time in the field (Sittwe / Thandwe)

Remuneration and benefits : 

  • Monthly gross salary from 1 600 € to 1975 € upon experience.
  • Per diem and living allowance: € (cf eurocost) net, field paid.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to five children. 

Transportation and accommodation

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered (préciser si logement individuel)

Medical coverage100% coverage of medical expenses + repatriation insurance. 

Leaves and RnR

  • 25 days of paid leaves per year. 
  • + 20 RnR per year.   
  • + 215 € at each RnR period (averagely every 3 months – préciser si mission plus favorable). 
  • Coverage of the transportation expenses to the RnR area of reference. 

Training :

  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.

We are looking for an enthusiastic and dedicated MHCPGP Program Manager. You will responsible for ensuring the implementation of ACF’s Mental Health, Care Practices, and Gender Protection program in Rakhine State and guarantee the appropriate management of its specific scope, schedule, resources, quality, risks, representation, coordination, and contractual requirements. The position requires a certain degree of autonomy and flexibility, as well as the capacity to work in close and continuous collaboration with other Program Managers on integrated programs to ensure a coherent and technically sound implementation.
